Etymology: "Unrulily" is an adverb built from the adjective "unruly" plus the suffix "-ly", which turns an adjective into an adverb describing how something is done. "Unruly" itself is formed from "un-", a prefix meaning "not", and "ruly", an older form of "rule" that survives mainly in this word. So the word literally describes acting in a way that is not governed by rule. Because "unruly" already carries the sense of disorder, adding "-ly" simply tells us the manner of that disorder: something that behaves unruly does so unruly-ly, or in an unruly manner. The adverb is much rarer than its adjective, and it is most often seen where a writer wants to stress how a thing is done rather than what it is.
