Etymology: The verb "underrespond" is a simple formation: the prefix "under-", meaning insufficiently or below the proper degree, attached to "respond". "Respond" itself comes from Latin "respondere", a compound of "re-" (back, in return) and "spondere" (to pledge or promise), so the core idea is answering back in kind. Placing "under-" in front gives the sense of answering too little, or reacting with less than the situation called for. This pattern is productive in English, which is why the word reads as transparent. Under- combines freely with many verbs, from "undercook" to "underestimate", and in each case it simply marks a shortfall in the action rather than changing its core meaning. Here, the shortfall is in the response itself.
