Etymology: "Underread" is a plain compound: the prefix "under-", meaning insufficiently or not enough, attached to "read". The result describes reading something too little, or giving a text less attention than it deserves. The "scan without understanding" sense is a natural extension of that, since a reader who skims has done the reading in form but not in substance. The word also has a second, quieter source. Its past tense and past participle would be spelled exactly like the present form, so "underread" can be read as the past tense of the verb "underread" as well. Either way, the spelling and sound come straight from the familiar verb "read", and the prefix does the work of narrowing its meaning to shortfall.
