Etymology: "Underqualifying" is a plain English formation: the prefix "under-" ("insufficiently, below the proper level") attached to "qualifying," the present participle of "qualify." "Qualify" itself comes through Medieval Latin "qualificare," from Latin "qualis" ("of what kind") and "facere" ("to make"), so the whole word literally means "making something of a certain kind," and to qualify something was originally to describe or characterize it. The sense of meeting a standard or being fit for a role came later, and "underqualifying" builds on that newer, evaluative meaning. The verb is a modern coinage built from productive parts rather than a word with a long, documented history of its own. The pattern "under-" plus a verb to mean "judging too little or below a required standard" is common in English, as in "underestimate," "undervalue," and "underrate," and "underqualifying" follows the same model. Its exact date of first use is not something I can confirm, so the most accurate account is simply that it is a transparent formation from "under-" and "qualify."
