Etymology: "Underfulfils" is the third-person singular present form of "underfulfil," which means to fail to fulfil something to the full extent required. The verb is built from the prefix "under-," meaning insufficiently or below the required level, and "fulfil," which traces back to Old English "fullfyllan," meaning to fill up completely. Together the two parts give a clear sense: to fill less than what was expected. The "-s" ending simply marks the present tense for "he," "she," or "it," so "underfulfils" describes a subject that falls short, as in a company that underfulfils its orders or a policy that underfulfils its promises.
