Etymology: "Underexploitation" is a plain formation built from existing English parts: the prefix "under-", meaning insufficient or below the proper level, attached to "exploitation". The term "exploitation" itself traces back through French to Latin "explicare", meaning to unfold or make something work out, and in English it first carried the neutral sense of making productive use of something before picking up its later meaning of taking unfair advantage. "Underexploitation" therefore describes the opposite of making full use of a resource. The word may also be understood as "under-" added to "exploit" plus the noun-forming suffix "-ation", which is the same result by a different route. Either way, it is a transparent compound whose meaning can be read directly from its parts, and its use is typical of economic and resource-management writing, where a gap between available potential and actual use is the thing being described.
