A wheel that wobbles is brought into line by adjusting its spokes, and a cutting edge or a machined surface is brought into a precise circle or plane by shaving material away carefully until it meets the standard. The adjective "true" itself goes back to Old English "trēowe," meaning faithful, and the sense of conforming exactly to a standard developed from there. Turning "true" into a verb meaning to bring something into exact alignment is a small, direct step, and the word's meaning has stayed close to its original workshop sense.
