Etymology: The root of "retribution" is the Latin verb "retribuere," meaning "to pay back" or "to repay." It combines "re-," "back," with "tribuere," "to assign or allot," which also gives English "contribute" and "distribute." "Tribuere" is itself built from "tribus," the division of Roman citizens into tribes, so the idea behind the root is dividing out and handing back what is due. "Retributioner" adds the agent suffix "-er" to "retribution," the same pattern that produces "teacher" from "teach" or "banker" from "bank." It is a rare derivative with no separate history of its own. It means simply one who metes out retribution, a person who punishes, and the root's sense of paying back what is owed still shows in it.
