That physical image is still present in the verb, which originally described a thing rising back up to the top of water or ground. The prefix "re-" comes to English through Old French and ultimately from Latin, where it signaled repetition or return. Attaching it to "surface" produced a word that first meant returning to the surface again, and it later extended to any reappearance after a period of absence, such as a person, idea, or rumor coming back into view.
