Etymology: "Resubmitting" is the present participle of "resubmit", so it is simply the verb in its ongoing form: sending something in again after an earlier submission. The verb is a transparent compound, built from the prefix "re-", meaning again or back, and "submit". That second part has its own long path into English, running from Latin "submittere", literally "to put under" or "to lower", through Old French "submettre", before arriving in Middle English. The prefix does the work of the whole word. "Re-" comes from Latin, where it could mean back, again, or in return, and it has been attached freely to English verbs for centuries, so "resubmit" needs no special history of its own. Its meaning is almost the literal sum of its parts: the original act of submitting, a verb that once implied lowering or yielding, is repeated.
