The prefix "re-" traces to Latin, where it carried the sense of "back" or "again", and reached English through Old French. The verb "learn" is the older element, and it has been part of English since Old English. Its history is more interesting than its prefix: the Old English sense was closer to "to get knowledge by experience or instruction," with a long pedigree in the Germanic languages.
