The verb is formed simply from the prefix "re-", meaning "again", attached to "launch". "Launch" itself has two separate English strands that met in the same word. One goes back to a Latin verb meaning to hurl or throw, and passed through Old French and Middle English as a term for flinging a spear or missile. The other comes from the Old French word for a boat, a sense that led to the modern idea of sending a ship down into the water. Over centuries these overlapping senses blended, so that a launch now covers both pushing something off into motion and setting a new product or service into the world.
