It comes from Middle English "launchen", which in turn came through Old French "lancier" (to hurl a lance or throw) from Latin "lanceare", the root of "lance". Its earliest sense was to throw a spear or hurl something, and the sense of sending a ship into the water came later, from the idea of pushing a vessel forward with force. The prefix "re-" is what gives the verb its everyday modern meaning. "Relaunch" is most often used of companies and products that return to the market with a new look, after a pause or a failure, so the word carries the sense of a fresh start rather than a simple repetition.
