Etymology: "Redeveloping" is the present participle of "redevelop", which is simply "re-" attached to "develop". The base verb "develop" came into English from French "développer", and it originally meant to unfold or unwrap something that had been folded up, from the same ancestry as a wrapped package being opened. Over time it shifted from literal unrolling toward growth and gradual advance, so that a plant, a child, or a plan could all be said to develop. The prefix "re-" adds the sense of doing the process again. To redevelop an area is to take a place that has already been built up and reshape it, rebuilding or renovating so that it works better and looks more appealing than before. The word therefore describes a second round of development rather than a first.
