It is built from "per-," meaning "through" or "thoroughly," and "lustrare," which meant to wander over or traverse a place and, in religious use, to purify it. The Latin sense was physical, a walking-through or looking-over, rather than the intellectual analysis the meaning you have given describes. English took the word in its surveying sense, but its most memorable later career came from Russian. In Tsarist Russia, "perlyustratsiya" meant the secret opening and reading of letters by the police or government censors. The English word followed that usage, so "perlustration" came to mean covertly inspecting someone's correspondence.
