The noun "pallet" is the older word here, from Old French "palete," a small shovel or spade, which in turn traces to Latin "pala," a spade. Over centuries "pallet" came to name a straw bed, a painter's mixing board, and eventually the flat wooden platform used to hold goods for handling by forklift.
