Etymology: "Outstepping" is the present participle of "outstep," a verb formed by attaching the prefix "out-" to "step." The prefix carries its familiar sense of going beyond a limit, as in "outrun" or "outlive," so the combination literally means stepping beyond something. Here the boundary is a limit, a line, or a rule rather than a physical edge. The base verb "step" comes from Old English "stæppan," which described the motion of lifting a foot and setting it down, and the idea of a measured pace has stayed attached to it ever since. Adding "out-" turned that plain physical movement into a figure of speech: a person who crosses a line has, in effect, taken a step past where they were meant to stop.
