Etymology: "Evocates" is simply the third-person singular present form of "evocate," so the history belongs to the verb. "Evocate" comes from Latin "ēvocāre," a compound of "ē" (out of) and "vocāre" (to call). The Latin sense was literally "to call out" or "to summon forth," which is why the modern verb still carries the picture of drawing something out of hiding. To evoke a memory is to call it up from the mind, much as a Roman might summon someone out of a crowd or a house.
