Etymology: Its core image is physical. Latin "ebullire" combined "e-", meaning out, with "bullire", to bubble, from "bulla", a bubble. The picture is liquid rising and spilling over, like a pot coming to the boil. English applied that picture to people. To be ebullient is to be bubbling over with high spirits, and the figurative sense is the one the word mostly carries now. "Ebulliency" is simply the English suffix "-cy" added to "ebullient", naming the state of being that way. The Latin "bulla" has another English descendant. Its sense of a round seal or stud gave the "bull" of a papal bull, the formal document sealed with a metal bulla.
