Etymology: A controller was once a clerk who checked someone else's books. The English word comes from Anglo-Norman "contrerollour", from "contrerolle", a duplicate record kept alongside the main account so that the original could be verified against it. The title named a check on another person's work, not a manager of it. The roots are Medieval Latin "contra", against, and "rotulus", a roll. Administrations recorded accounts on parchment rolls, so a parallel roll made it harder for error or fraud to go unnoticed. Over time the sense widened from checking ledgers to checking goods, standards, machines, and eventually people. The French form "contrôleur" kept the older idea of an inspector, and in France it still names a ticket inspector on trains and buses.
