It comes from "lic", a word meaning "body" or "form" in Old English, so an Old English speaker who wanted to say something was done in a bright manner was in effect saying it was done with a bright bodily form. The adjective "bright" goes back to Old English "beorht", which meant shining, clear, or radiant, and in early use it could describe sound as well as light. Old English then combined it with the suffix to make "beorhtlice", the direct ancestor of the word. That form passed into Middle English as "brightly" and has kept essentially the same sense ever since.
