The suffix descends from Latin "-(ā)tūra", which formed nouns denoting a result or an act, and reached English through Old French "-ure" and Middle English "-ure". Attaching "-ure" to "annex" yields a noun for the thing that has been annexed, meaning something joined on to a main body. Because "annex" itself comes from Latin "annectere", "to bind to", the word carries that older sense of fastening one thing onto another. An annexure is, in this respect, literally something tied to a larger whole, which is exactly what a schedule or exhibit at the back of a report does.
